Abstract


This paper examines the current state of human resource management in county-level small and medium-sized enterprises (SMEs).
By identifying challenges in HR practices, it explores practical pathways for digital transformation through five dimensions: strategic planning, infrastructure development, talent cultivation, process optimization, and cultural reform. The study provides actionable insights to help
SMEs enhance core competitiveness and achieve sustainable development through HR digitalization.
