Damao Banner, Inner Mongolia as an example to analyze the problems of college student village officials participating in grassroots governance from the aspects of the number, structure, training, services, and incentives. It is found that there are still shortcomings in the motivation,
ability, and actual needs of college student village officials participating in grassroots governance in Damao Banner, and a lack of opportunities. Based on the MOA theory, this article analyzes the problems that affect the participation of college student village officials in grassroots
governance and proposes corresponding countermeasures.
