China-European Cooperation on Cybersecurity Governance: Opportunities, Challenges and Responses
Abstract
and the European Union formulate their governance concepts according to their national conditions. China adheres to the national security
concept as a guide, integrates domestic and international cybersecurity governance, and builds a strong cybersecurity country. The EU adheres
to the concept of people-oriented cybersecurity governance. Although China and the EU differ in governance focus, there are many similarities between China and the EU regarding governance aspirations. China and the EU should promote more in-depth cooperation based on the
existing foundation to build a global cybersecurity governance system jointly.
