A Study on Polar Code in the Environmental Governance of Arctic Shipping

Abstract


The existing multi-subject governance model in the field of environmental governance of Arctic shipping has restricted the effectiveness of governance, making this field present the characteristics of fragmentation and ambiguity. The introduction of Polar Code is a
successful example to apply the theory of realistic institutionalism in Arctic shipping governance. By incorporating all participants into the
drafting process, including Arctic States, non-Arctic states and non-state actors, Polar Code has achieved coordination and cooperation among all
Arctic stakeholders, The case of Polar Code shows that the international institution will still play a unique role under the impact of realist reality.
