Abstract

??Theoretically, this study fills a gap in existing research on talent attraction in second- and third-tier cities. Practically, it offers a systematic approach to enhancing talent attraction, providing insights not only for Jinhua but also for other regional cities seeking to improve their
competitiveness in talent acquisition.
