Security Governance under the Belt and Road Initiative between China and ASEAN - Empirical analysis and institutional design from the perspective of international law
Abstract
Focusing on fragmented regulations, institutional overlaps, and technological disparities, it proposes integrated solutions: harmonizing
data rules, establishing joint cybersecurity protocols, and enhancing technical capacity. Case studies illustrate risks like cross-border cyberattacks and public health disruptions. Key recommendations include AI-driven monitoring and green-digital rule alignment to ensure
sustainable development.
