Research on the Way to Improve the Local Governments Network Discourse Power
Abstract
ideological security. This study employs a three- dimensional analytical framework of technology-institution-discourse power to explore the
practical obstacles faced by local governments in their network discourse power: the one-way policy promotion model does not align with
public needs, the data silo phenomenon among departments weakens the ability to respond to public opinion, and the algorithmic logic of
commercial platforms reduces the dissemination effectiveness of government new media. By using case analysis and theoretical integration,
this study highlights the path for building a data-driven discourse power, which includes reshaping the colla - borative governance network
for government communication and constr - ucting an algorithmic governance system oriented towards public value. Local governments must
rely on technological empowerment and institutional innovation to transition from being information auth- orities to relationship hubs,
thereby enhancing the efficiency of policy transmission, public opinion management, and social consensus aggregation. This provides theoretical and practical references for the modernization of government governance in the digital age.
