Abstract
a shift from passive protection to active empowerment. Through legal reforms, digital tools, and multi-sector collaboration, a hybrid model
has emerged across schools, families, and communities. The study reviews key business models, policy trends, and international references to
identify current challenges and development potential. It concludes with recommendations on curriculum standards, inclusive access, pedagogical design, and outcome evaluationadvancing a safer, more supportive learning environment for children.
