Corporate Social Responsibility and Community Engagement in Power Sector Projects: Evidence from the Barishal Region of Bangladesh

Yue Sun, Shaohu Zhou

Abstract

As Bangladesh continues to expand its energy infrastructure, large-scale power projects increasingly intersect with the social and
economic lives of host communities, particularly in rural regions. This study examines how different forms of Corporate Social Respon
sibility (CSR) shape community engagement and perceived project legitimacy in the Barishal region of southern Bangladesh. Drawing on
a qualitative-dominant case study design, the research integrates community survey data, key informant interviews, and prolonged par
ticipant observation conducted between 2022 and 2025. The findings indicate that infrastructure-oriented CSR initiativessuch as access
road construction and the provision of shared recreational spacesare associated with higher levels of community satisfaction than short
term philanthropic activities. Interview evidence further suggests that tangible infrastructure investments contribute to trust-building and
reduce everyday frictions during project implementation. The study argues that CSR strategies aligned with locally defined development
priorities play a meaningful role in sustaining cooperative relationships between power project developers and host communities in emerg
ing economy contexts.
