A Comprehensive Evaluation of Livability Levels in Cities Along the Lower Reaches of the Yellow River Based on the Entropy Weight Method and TOPSIS

Abstract

To scientifically assess the livability level of cities in the lower reaches of the Yellow River Basin, this paper integrates the concept
of urban physical examination and constructs a comprehensive evaluation system encompassing five dimensions: economy, society, envi
ronment, facilities, and innovation. Using the entropy weight method to assign objective weights, "R&D expenditure" and "industrial sulfur
dioxide emissions" were identified as core indicators. Subsequently, the TOPSIS method was applied to rank and categorize 11 cities. The
results show that Jinan leads significantly; cities such as Dezhou and Jining form the second tier; while Binzhou and Heze rank lower due to
shortcomings in environment and innovation. The study reveals both synergistic and independent relationships among the indicators, based on
which tailored policy recommendations are proposed to provide a scientific basis for regionally differentiated livability improvements and the
implementation of high-quality development strategies.
