Research on Social Risks and Collaborative Governance Paths of New Chemical Materials
Abstract
risks are becoming increasingly apparent. The purpose of this study is to explore the multi-dimensional social risks of environment and health,
economy and industry brought by new chemical materials, and to analyze the difficulties faced by the current government-based governance
model, such as department segmentation, lagging regulations, and insufficient public participation. To this end, this paper proposes the core
path of constructing a multi-subject collaborative governance system. The system emphasizes that the government should strengthen overall
planning and institutional innovation, the industry needs to implement the main responsibility and abide by the technical ethics, scientific re
search institutions should bear the risk early warning and value guidance functions, and actively introduce the public and social organizations
for effective supervision and participation. The research shows that only through multi-party coordination and whole-process management can
we effectively deal with the complex challenges brought by new chemical materials and realize the balanced development of technological in
novation and social security.
