Research on Cost Control Strategy of Water Conservancy and Hydropower Projects in the Whole Process
Abstract
Due to constraints such as natural conditions, construction challenges, and fluctuations in material prices, traditional cost control methods
often fall short in meeting the demands of refined management. The concept of whole-process cost control emphasizes dynamic coordination and closed-loop management across all stagesfrom planning, design, procurement, and construction to operation and maintenance. It
highlights a collaborative mechanism that integrates proactive control at the early stage, mid-term adjustments, and post-stage feedback. By
incorporating digital technologies and performance-driven models, this approach enables comprehensive monitoring of cost structures and
optimization of resource allocation, thereby effectively avoiding unplanned expenditures.
