The Impact of Government Public Data Opening on Enterprises' ESG Performance

Liao Fang, Huiru Xing, Shuang Tao*

Abstract

Government public data opening significantly improves corporate ESG performance with a gradient of environment > governance
> social: the environmental effect strengthens over time, the governance effect is a short-term dividend, and the social dimension shows no
stable long-run effect. The effect operates through green innovation, eased financing constraints and improved information transparency, and
is stronger in state-owned enterprises and capital- and technology-intensive industries, indicating absorptive-capacity dependence.
