The Practical Logic and Optimization Path for Enhancing the Effectiveness of Grassroots Social Governance under the "Five-community Collaboration" Mechanism

Zhijie Ouyang

Abstract

The "Five-Sector Collaboration" is an important mechanism for the modernization of grassroots social governance. It is based on
the community as the platform, with social organizations as the carriers, social workers as the support, community volunteers as the assistants,
and social charity resources as the boosters, to build a diversified and collaborative governance pattern. From the perspective of the staff of
social work institutions, combined with practical experience and theoretical analysis, this paper examines the role positioning and practical
logic of social work institutions in the "Five-Sector Collaboration", points out the existing problems such as insufficient professional empow
erment, poor resource integration, and mismatch in supply and demand connection during the current collaboration process, and then proposes
targeted optimization paths to provide references for social work institutions to better exert their professional advantages and improve the ef
ficiency of grassroots governance.
