Regional Implementation Differences and Optimization Suggestions of Chinas Preschool Integrated Education Policies

Abstract


The implementation effect of Chinas preschool integrated education policy varies significantly in different regions. The eastern
region, such as Shanghai, has obvious advantages in policy implementation, sufficient resource investment, professional teaching staff, and
high education quality[3]; However, in central and western regions such as Henan and Shaanxi, due to factors such as economic development
level, distribution of educational resources, policy implementation intensity, and social and cultural concepts, the effectiveness of policy implementation is poor, resulting in resource scarcity, teacher shortage, and uneven education quality[5]. To optimize the policy of preschool integrated education, it is necessary to allocate resources reasonably from both macro and micro levels, improve the policy system and regulatory
construction, strengthen implementation and supervision evaluation, promote multi-party cooperation among the government, kindergartens,
families, communities, and social organizations, and jointly promote the balanced development of preschool integrated education policies, enhance educational equity and quality.
