Exploring High-Quality Development Pathways for County-Level Inclusive Education

Abstract


Inclusive education represents an innovative approach within special education for the new era. It advocates for children with special needs to learn alongside their peers in mainstream schools. Changshu City, Jiangsu Province, stands at the forefront of inclusive education
development in China, establishing the distinctive "Changshu Model" for county-level implementation. This study examines the current state
of the Changshu Model. Using interviews, questionnaires, it identifies key challenges and their underlying causes. Finally, responding to national demands for county-level inclusive education development, it proposes pathways for high-quality advancement: updating educational
philosophies, strengthening teacher capacity, refining management systems.
