Abstract
including institutional barriers (such as inadequate interdepartmental coordination and inefficient approval processes leading to resource fragmentation) and faculty internationalization bottlenecks (including a shortage of foreign faculty, insufficient internationalization of local teachers, and imperfect evaluation mechanisms). It also explores Hainan's unique development advantages, such as its strategic positioning and
the transformative potential of global technological advancements like big data and artificial intelligence. To address these issues, the study
proposes concrete strategies, focusing on enhancing faculty development through three approaches: actively recruiting overseas talent, systematically training local educators, and innovating internationalization-oriented evaluation systems. The research aims to provide theoretical
insights and practical guidance for overcoming Hainan's higher education challenges and seizing historical opportunities.
