archival management models have become inadequate for modern demands, with issues like record loss, disorganized storage, and inefficient
utilization becoming increasingly prominent. This paper systematically analyzes key challenges in current graduation archival management
through the lens of policy requirements such as the "Archival Management Measures for Higher Education Institutions" and the "Regulations
on Personnel File Management Services for Mobile Personnel, " while incorporating practical experiences from university archival practices.
It proposes development strategies including digital empowerment, institutional refinement, and service enhancement, providing actionable
references to elevate the professional standards of graduation archival management.
