industries, high-tech industries, and tropical characteristic efficient agriculture, driving the demand for technical and skilled talents towards
specialization and a composite profile. The current curriculum assessment and evaluation system in Hainan vocational colleges reveals numerous shortcomings, including misaligned evaluation objectives deviating from industry needs, unsound evaluation standards, a single evaluation subject, and outdated evaluation tools. Based on the competency-based education philosophy, this paper draws on successful domestic
and international experiences in vocational education evaluation to construct a three-dimensional linkage assessment and evaluation reform
model characterized by "industry demand-driven, school-enterprise collaborative leadership, and balanced consideration of process and competency". It also provides specific implementation paths and safeguard measures, aiming to offer theoretical basis and practical models for
Hainan vocational colleges to improve talent cultivation quality and support the Free Trade Port construction.
