Refined Management of Student Safety Education under the Background of Functional Transformation of University Security Departments

Abstract

Driven by higher education reform and the "Three Full Education" policy, university security departments are shifting from
traditional security management to modern education-integrated service. This paper explores the refined management of college student safety education based on the functional transformation of university security departments. It sorts out the evolutionary stages and
driving factors of security department functions, defines the core connotation of refined safety education management, and constructs a
systematic implementation framework supported by multiple management theories. This study finds that the functional transformation of
university security work focuses on student-oriented active prevention and educational guidance rather than passive administrative management. The refined management model, featuring precise content, diverse methods, standardized processes and intelligent operation,
can effectively solve the problems of extensive and homogeneous campus safety education. The research results provide theoretical support and practical paths for universities to improve safety education efficiency, build closed-loop risk management systems, and promote
the construction of safe campuses.
