Research on the Implementation of Shaanxi Province's Urban Community Supporting Kindergartens Policy from the Perspective of Smith Model

Abstract


In order to realize the people's early education and promote the high-quality and inclusive development of preschool education, the
Shaanxi Provincial Government has successively introduced a number of policies, focusing on the special management of supporting kindergartens in urban communities. This study relies on the Smith policy implementation process model, uses text analysis and case study methods,
and starts from the four core factors of policy text, target groups, implementation subjects, and supporting resources. It is found that during
the governance cycle, the number of kindergartens, teachers, and inclusiveness of kindergartens in Shaanxi province have steadily increased;
new renovations, expansions, and transfers of supporting kindergartens in urban communities have been effectively implemented. At the same
time, there are also problems such as a relatively single subject of policy issuance, complex demands of target groups, insufficient enforcement bodies, and insufficient supply of supporting resources. To this end, relevant suggestions are put forward in order to promote the further
high-quality development of inclusive preschool education.
