Developing a Competency Model for University Administrative Staff -- A Case Study in the Greater Bay Area

Abstract


The university administrative staff plays a crucial role in higher education. This research aims to develop a competency model for
administrative staff at a regional university in the Greater Bay Area, China. Using mixed methods, including behavioral event interviewing
(BEI), the delphi method, and the analytic hierarchy process (AHP), we identify core competency elements and create a tailored competency
model. The model comprises six primary and twenty-nine secondary competency elements, each weighted by importance. This study addresses the underexplored area of competencies in higher education and provides a foundation for competency-based human resource management.
In the future, this model can be used to evaluate and enhance administrative staff competencies, supporting the goal of promoting high-quality,
scientific development in universities.
