Full-Chain Risk Governance of Heavy Cargo Ship Transportation at Yangpu Port Under the Institutional Innovation of Hainan Free Trade Port

Abstract


The accelerated implementation of the Hainan Free Trade Port's closed-loop operation is driving Yangpu Port to become a central
hub for heavy cargo logistics between the Pacific and Indian Oceans. The policy benefits of the 'China Yangpu Port' shipping registration,
zero-tariff lists, and other systems, combined with the characteristics of heavy and oversized cargo and the unique sea conditions of the South
China Sea, have given rise to new types of risks, such as policy adaptation and cross-border coordination. This article, based on the innovative practices of maritime arbitration in the Hainan Free Trade Port, constructs a full-chain risk governance system of 'prevention-disposalcollaboration, ' providing differentiated solutions for the safety construction of international shipping hubs.
