Academic Governance of Generative Artificial Intelligence: A Multi-layered Framework for Universities, Journals, and Researchers

Abstract


Generative artificial intelligence (GenAI) tools, exemplified by ChatGPT, have been rapidly adopted in academic research and
writing. While enhancing efficiency, they have also introduced structural disruptions to scientific research management systems. This paper
systematically analyzes the managerial challenges posed by GenAI—including issues related to author identity determination, originality
verification, gray areas of research integrity, and knowledge reliability—by examining core academic debates, policy responses from major
publishing institutions, and publicly reported case studies. Building on this analysis, the study proposes a three-tier management framework
that provides researchers and academic publishing professionals with a structured analytical tool and practical reference.
