regulatory changes, various risks and hidden dangers continue to emerge. This article combines the actual development of the Haikou port
supply chain, analyzes its risk types and development shortcomings, and constructs a risk prevention and control mechanism and resilience
guarantee system that is adapted to institutional openness.
