Research on the Efficiency Dilemma and Service Optimization of Rural Digital Governance

Yingjie Chen, Shengdi Xu

Abstract

Promoting the construction of digital villages is an important part of implementing the strategy of rural revitalization. However, the
current rural digital governance is facing outstanding challenges in practice, and a large number of digital platforms and projects are caught in
the dilemma of " heavy construction, light operation, " " data, no wisdom. " Based on the investigation of the practice of digital governance in
multiple counties, this paper systematically analyzes the specific performance and generation logic of its effectiveness dilemma, and points out
that the risk of the alienation of technology empowerment into " technology negative energy " lies in the deviation between governance and
service standard. Based on this, this study proposes an optimization path for the transformation from " technology-driven " to " service-driven,
" aiming to bridge the digital divide, open up data barriers, accurately connect needs, and improve long-term mechanisms. The ultimate goal is
to achieve the simultaneous improvement of digital governance efficiency and villagers sense of gain and happiness, and to provide theoretical reference and practical reference for high-quality promotion of digital rural construction.
