Research on the Construction of the Low-Altitude Logistics Industry Workforce Driven by the Integration of "Five Chains"

Abstract


With the acceleration of technological advancement and industrial transformation, the low-altitude economy has emerged as a
strategic growth area for national development and industrial upgrading. As a core application domain of this economy, low-altitude logistics
plays a pivotal role in enhancing urban logistics efficiency and restructuring industrial chains. However, workforce development in this field
faces significant challenges, including mismatches between labor supply and demand, insufficient skill levels, and structural imbalances.
These shortcomings hinder industrial transformation, upgrading, and sustainable growth. Drawing on the theory of multi-party collaboration,
this study proposes a practical pathway for workforce construction in low-altitude logistics through the integration of the industrial chain, education chain, policy chain, innovation chain, and talent chain. The objective is to advance supply-side talent reform and provide robust human
capital support for the high-quality, sustainable development of the low-altitude economy.
