Abstract
for the implementation of strategies, the adaptability and innovation of enterprise organizational structure directly determine the implementation effect of the integration of mass entrepreneurship and innovation. In light of the requirements of the integration of mass entrepreneurship
and innovation for enterprise agility, collaboration, and openness, this paper analyzes the limitations of traditional organizational structures
in terms of hierarchical barriers, departmental partition, and lagging decision-making, proposes flat, networked, platform-based structure
innovation, and explores pathways for efficacy improvement from four dimensions: authority and responsibility reconfiguration, process optimization, culture cultivation, and technology empowerment. Research shows that innovating organizational structures that are suitable for
the integration of mass entrepreneurship and innovation need to break free from the constraints of traditional hierarchy, and achieve efficient
allocation of resources and full release of innovation vitality by building a flexible form of organization to provide support for enterprises to
achieve high-quality development in the wave of mass entrepreneurship and innovation.
