It clarifies strategic positioning during the transition process and explores effective pathways through talent development, digitalization and green transformation, market expansion, and supply chain optimization. The study provides actionable insights to help
SMEs overcome development bottlenecks and enhance core competitiveness within the dual-circulation context.
