Abstract

Against the backdrop of digital economy-driven transformation in international trade and the approaching customs closure of Hainan Free Trade Port, cross-border e-commerce has become a key growth engine for Hainan's international trade. However, it still faces challenges in industrial development, logistics infrastructure and talent cultivation. Drawing on experiences from China's advanced regions and
applying the SWOT analysis framework with digital governance concepts, this study explores high-quality development pathways for crossborder e-commerce in Hainan Free Trade Port. The research analyzes opportunities, challenges, and development models of post-customs
closure, proposing innovative approaches including digital regulatory innovation, integration of duty-free policies for departing travelers,
overseas warehouse construction, and policy reforms. These findings provide theoretical and practical references for establishing Hainan as an
innovation outpost in cross-border e-commerce.
