Research on the Coordinated Development of Ecology and New Economy in the Chengdu-Chongqing Economic Circle under the Ecological Construction of the Yangtze River
Abstract
Circle, this paper builds an "ecology-economy-new economy" framework to diagnose mismatches and propose solutions. We find a spatial
mismatch: ecological carrying capacity is "high on the periphery, low in the center, " while population and industry concentrate on the central
plain, increasing environmental pressure. Three bottlenecks dominate: fragmented cross-regional governance, shallow integration of neweconomy technologies, and imbalanced green finance. We propose a collaborative pathway: an integrated "airspaceground" monitoring
network with a unified data hub; circular-economy clusters under shared standards; diversified green-finance tools; and a three-tier governance
architecture that aligns legislation, standards, and enforcement. Near-term goals are unified monitoring and standards; long-term goals include
a national cross-regional coordination platformthe "Bashu approach."
