Research on the Construction of Trust Model for Public Data Authorization Operation

Abstract


Amid the digital economy, public data, as a fundamental national strategic resource, has seen pilot authorized operation projects
launched across China. However, three core issues remain in practice: unclear ownership definition, the contradiction between data security
and efficient utilization, and inadequate revenue distribution mechanisms. These seriously hinder the full release of public data's potential
value. Given the challenges in system construction and practical operation of public data authorized operation, introducing the data trust
model can offer an effective institutional path for public data governance. Leveraging the data trust mechanism, we can achieve the dual goals
of safeguarding public data security and realizing its value-added utilization. From an interdisciplinary perspective integrating trust law and
data law, this approach can not only deepen theoretical research on public data governance but also provide useful references and guidance for
public data trust practice in ongoing regional authorized operation pilots.
