Research on the Mode and Mechanism of Economic and Trade Cooperation between Hainan and Vietnam under the Background of Free Trade Port

Wenhai Xu, Jialu Xu, Yanbing Chen*

Abstract

To explore the compatible models and long-term mechanisms for economic and trade cooperation with Vietnam under the back
ground of the construction of the Hainan Free Trade Port, this paper systematically reviews the policy dividends of the free trade port and the
practices of China-Vietnam economic and trade cooperation. It identifies three core models: logistics innovation-driven, industrial division of
labor linkage, and two-way trade and investment across multiple sectors, and constructs three mechanisms: government-enterprise collabora
tion, facilitation of service trade, and rule coordination under the RCEP framework. The conclusion indicates that by leveraging complemen
tary resources and overlapping policies, the two regions can achieve win-win outcomes through "differentiated complementarity + rule inte
gration, "providing a new paradigm for China-ASEAN cross-border economic and trade cooperation.
