The Dilemma and Breakthrough Strategy of State-owned Enterprise Culture Construction under the Wave of Digital Transformation

Abstract


The fundamental challenges confronting state-owned enterprises (SOEs) in digital transformation stem from the structural tension
between traditional control-oriented organizational culture and the agile collaboration mechanisms required by the digital economy. This ten
sion arises from the temporal-dispersion gap between the conservative decision-making paradigms of the industrial era and the rapid iteration
demands of digital scenarios. The key to overcoming this challenge lies in elevating cultural transformation from a supplementary phase to a
strategic driver. This requires establishing error-tolerant mechanisms to unleash innovation potential, restructuring organizational flexibility
to dismantle departmental silos, and redefining decision-making logic through data governance systems. Ultimately, this approach enables a
qualitative leap from technical tool application to organizational paradigm shifts, paving a sustainable development path for SOEs that bal
ances risk management with innovation breakthroughs in the digital economy.
