The Policy Evolution and Institutional Logic of Open Government Data in China

Abstract


Since Shanghai launched China's first government data open platform in 2012, the Chinese government has continuously promoted
policy innovation and institutional development in the field of Open Government Data (OGD), gradually forming a coordinated system
characterized by policy guidance, technical support, institutional guarantees, and platform operations. This article systematically reviews the
policy trajectory of China's OGD from a temporal perspective, analyzes the core policy documents and institutional mechanisms at different
stages, and reveals the logical structure of its policy evolution.
