The Model and Path of Rural Revitalization for Common Prosperity: A Case Study of the Shilianghe Reservoir Area in Lianyungang City

Abstract


Rural revitalization is a pivotal strategy for achieving common prosperity. In the high quality development stage, rural revitalization
must align with common prosperity while balancing efficiency and equity. As a former key contiguous assistance area in Jiangsu Province, the
Shilianghe Reservoir area in Lianyungang has gone through three phases: initial reliance on single resource allocation, provincial aid driven
redistribution ("blood transfusion"), and SOE led endogenous redistribution ("self sustaining"). This evolution has formed an innovative rural revitalization model: SOE coordination, resource feedback, and redistribution as a safety net. Through integrated resource management,
ecological restoration, living environment improvement, industrial upgrading, and rural cultural development, the area integrates ecological,
industrial, spatial, and cultural progress, linking poverty alleviation with common prosperity. The core of the model is to use redistribution to
correct market failures and leverage SOE platforms to return ecological resource benefits to rural communities. It provides a practical paradigm for common prosperity oriented rural revitalization in reservoir regions, ecologically fragile zones, and underdeveloped areas.
