The Green Economic Development Efficiency in Fujian, China - Based on the SBM-Tobit Model

Abstract


Given the severe global environmental issues, the green economy has become a core topic worldwide. As a key province in China's
southeast coastal area, Fujian is in an accelerated industrialization and urbanization stage, with rapid economic development and significant
increase in energy consumption. This study evaluated the green economic development efficiency in Fujian through the non-desired output
SBM model to reveal regional strengths and weaknesses. Then, the Tobit model was used to analyze influencing factors of green economic
development efficiency in different regions of Fujian from 2009 to 2023. The overall average of green economic development efficiency in
Fujian is medium-to-high and on the rise, with obvious regional differences. Results show that the efficiency value is positively correlated
with economic development, technological progress, human capital, and urbanization, and negatively correlated with government intervention
and the degree of opening up. Fujian should use a "market-oriented mechanism" as an engine, resolving government intervention paradox and
opening-up pollution trap, it can create a replicable "prosperity for both mountains and seas, green prosperity along the Min River" development model.
