Abstract
key factor in regional and national competitiveness. This study examines how innovation in the administrative approval system contributes
to optimizing the business environment. Using literature review, case analysis, and comparative methods, the paper defines core concepts,
analyzes the current state and challenges of system innovation, and proposes application pathways based on case. Findings show that such
innovation reduces institutional transaction costs, improves administrative efficiency, and boosts market entity satisfaction. However, issues
remain, including regional disparities, weak implementation, insufficient supervision, and poor inter-departmental coordination. Solutions
include deepening reform, advancing digital transformation, optimizing approval models, and enhancing regional cooperation. This research
offers theoretical and practical value for promoting high-quality economic development.
