Construction Mechanisms of Hainan's Tourism Consumption Industrial Ecosystem from a Zero-Tariff-Driven Perspective

Abstract


The cost advantages and market vitality engendered by zero-tariff policies have not only catalyzed the growth of Hainan's tourism
consumption sector, but also accelerated its transformation from a single-sector model to a diversified integrated industrial ecosystem. The
cornerstone for constructing Hainan's tourism consumption industrial ecosystem lies in leveraging the consumption appeal engendered by
zero-tariff policies, integrating the tourism industry, consumption sector, catering industry, hotel industry and other related sectors to catalyze
mutual promotion and development. Based on the tourism consumption realities in Hainan, this study explores the impact of zero-tariff poli
cies on the development of the tourism consumption industry in Hainan. It summarizes the prevailing issues, including inter-sectoral fragmen
tation, insufficient synergy across stakeholders, and suboptimal visitor experience, in current ecosystem construction, and proposes pragmatic
and effective strategies across four dimensionsindustrial integration, stakeholder synergy, scenario innovation, and service enhancement
with the aim of advancing high-quality development in Hainan's tourism consumption sector. This approach cultivates a robust tourism con
sumption ecosystem, offering replicable paradigms for regional tourism industry upgrading elsewhere.
