Research on the Modes, Challenges, and Governance Strategies of Film-Culture-Tourism Integrated Development

Abstract


Film and culture-tourism has become an important force for regional economic development and cultural popularization in China.
With film becoming an increasing driver of tourism development, the relationship between film shooting locations and tourist attractions have
formed new paths for the protection of excellent cultural heritage, revitalization of local economy and development of creative industry. This
paper explores the modes, challenges and governance of film-culture-tourism integrated development in China. Based on the case study analy
sis of successful film tourism destinations in China including Jiangmen City (TV drama The Knockout), Shanghai Peace Hotel (film Tis Time
for Romance) and Ningbo Xiangshan Film and Television City, as well as policy document analysis and industry data analysis from Ministry
of Culture and Tourism, the paper identifies three modes of integration in China, namely, tourism development based on filming locations as
tourist attractions; culture tourism developed from film and TV content extending screen experience to experiential products; film and TV
production bases developed as integrated cultural tourism complex. The study also finds that there are three major challenges facing the inte
grated development, including homogenization of tourism products between different destinations, lack of capacity of tourism infrastructure
to support massive influx of tourists, lack of intellectual property protection mechanism and industry coordination between film production
and tourism.
