Abstract
Hainan Island possesses distinctive marine cultural resources and significant potential for the performing arts. This article examines
three interrelated challenges that local workforce of dual-qualified teachers for higher vocational music performance face and argues for a
symbiotic relationship between island performing arts and music performance education. The proposed approach emphasizes integrating artistic practice with pedagogy, creating a localized innovation system that connects with Free Trade Port cultural tourism, and fostering genuine
collaboration among vocational universities, local government, enterprises, and industry associations. The goal is to establish a closed loop
linking theory, practice, and policy, ultimately supporting the coordinated growth of both island performing arts and higher vocational music
performance education.
