Effective Countermeasures for Infrastructure Management of Maritime Vocational Colleges Under the New Situation

Abstract


The development of the shipping industry has forced higher vocational maritime colleges to increase investment in training infrastructure. Such infrastructure features dual attributes of campus building construction and maritime hydraulic engineering, making general infrastructure management models incompatible with the demands of specialty construction. This paper proposes optimization approaches from
four dimensions: organizational structure, full-cycle auditing, internal control system, and special fund management. It advocates establishing
a multi-department collaborative management team, introducing third-party and professional audit institutions to conduct whole-process supervision, dividing business posts in detail, standardizing the approval and file management of special funds, and implementing differentiated
fund control. These measures solve practical difficulties including inconsistent construction standards of maritime training venues, unbalanced
fund coordination, and inadequate process supervision, helping colleges complete the construction of maritime training bases in a compliant
and efficient manner.
