Government-Enterprise Collaborative Governance and Operational Resource Allocation Optimization of Marathons from the Perspective of Sport-Tourism Integration

Abstract

Against the backdrop of the deep sport-tourism integration, marathons have become important carriers for the synergetic upgrading
of the sport and tourism industries. The high-performance development of marathons relies on bidirectional government-enterprise collaborative governance as well as scientific resource allocation. Current marathons in China universally suffer from problems such as ambiguous
authority-responsibility boundaries between the government and enterprises, low-degree governance synergy, and insufficient utilization of
cultural tourism resources, restricting the long-term development of event IPs and the unlocking of urban cultural tourism value. This paper,
from the perspective of the sport-tourism integration, focuses on two core dimensions: government-enterprise collaborative governance of
marathons and operational resource allocation, systematically organizes the authority-responsibility logic between the government and enterprises, analyzes the prominent contradictions in current governance and resource operations, constructs collaborative governance systems suitable for sport-tourism integration, and proposes refined resource allocation optimization pathways, aiming to provide theoretical support and
practical frameworks for the standardized governance of urban marathons and the high-quality development of the sport-tourism integration.
