An Analysis of the Practical Challenges and Optimization Pathways for High-Quality and Full Employment of College Graduates in the Context of Industrial Digitalization and Intelligence --A Case Study of Wenzhou City

Yan Liu, Jiaru Ye

Abstract

Digital technologies boost industrial digital transformation and reshape enterprises' recruitment standards, triggering prominent
structural employment conflicts among college graduates. Current policies and academic research mainly focus on fresh graduates, yet undergraduates with 1–3 years of work experience can better reflect genuine labor market supply-demand contradictions through their career mobility. Taking Wenzhou, which carries out the "Thousand Enterprises Smart Transformation" based on private manufacturing, as the research
sample, this paper adopts questionnaires, field interviews, official white papers and literature analysis to summarize three types of structural
mismatches in skills, training and public services. It also puts forward tiered operable countermeasures at municipal, provincial and national
levels to ease the dual employment dilemma, and provides theoretical and practical references for local universities' employment and ideological education work.
