Digital Technology Innovation Network Resilience and High-Quality Economic Development: Mechanisms and Governance in the Guangdong–Hong Kong–Macao Greater Bay Area

Abstract


Digital technology innovation is increasingly organized through interorganizational, intercity, and cross-institutional relations. Yet
network expansion alone does not indicate whether innovation functions can withstand disruption. Using the Guangdong–Hong Kong–Macao
Greater Bay Area as the analytical setting, this conceptual paper develops a functional account of network resilience, defined as the capacity
to preserve, restore, and reconfigure critical innovation functions. The analysis identifies three pathways: maintaining operational continuity,
reallocating resources under changing conditions, and shifting selected functions across cities. Their effectiveness is limited by fragmented
regulation, weak platform coordination, concentrated capabilities, and slow institutional adjustment. The paper therefore calls for coordinated
rules, stronger inter-platform linkages, transferable backup arrangements, and iterative governance. It argues that network performance should
be judged by functional continuity and adaptive reorganization rather than tie growth.
