Rural Primary School Teachers on Special Assignment versus Directed Training Teachers A Comparative Study on Instructional Design Ability

Dongbing Fu

Abstract

In order to develop rural education, the Chinese government has launched the Special Post Programme and the Directed and
Publicly-funded Teacher Training Programme to solve the problems of teacher shortage and low professional quality in rural areas. These
two programmes have provided millions of primary school teachers in rural China. Through a field survey of rural teachers in County M, this
study found that teachers on special post were significantly weaker in instructional design ability than teachers on directed training, and suggested that guidance on instructional design ability of teachers on special post should be strengthened in the post-service training.
