Abstract

As a pivotal mechanism for advancing lifelong learning and promoting educational equity, open education places significant emphasis on campus culture construction to foster students sense of belonging, enhance the effectiveness of learning support services, and facilitate
holistic student development. However, the current state of campus culture in open education faces multiple challenges, including insufficient
cultural identity, low levels of participation, inadequate resource integration, and a lack of innovation in cultural initiatives. From the perspective of learning support services, this study investigates innovative pathways for campus culture construction in open education. It proposes a
strategic framework that integrates three core dimensionslearners, learning resources, and digital technologiesand highlights the mediating role of learning support services. By designing blended online and offline cultural activities, this study aims to strengthen student engagement and interactivity, prioritize brand development, and enhance social influence, ultimately cultivating a distinctive and sustainable campus
