Abstract

At present, Liaoning Province is in a critical period of accelerating the transformation and upgrading of industrial structure, and the
cultural and creative industries, as an emerging industry, are facing outstanding contradictions such as structural mismatch between supply
and demand of talents, lagging teaching mode, and insufficient synergy between industry and city. Based on the perspective of industry-city

and introduced the 4C competency model evaluation system to establish a mechanism for evaluation of innovation ability and transformation of achievements.
