Internal Governance in Developed Countries Universities: Structure, Characteristics and Implications

Abstract


Under the strategic background of Chinese-style education modernization, Chinese universities, which are strategically oriented towards first-classization, urgently need to discover the core position of internal university governance capacity. Starting from
defining the concept of internal university governance, the article summarizes the common features of internal university governance by
combing the relevant experiences of foreign universities, and then puts forward the policy suggestions of internal university governance
in China in the light of the specific situation of Chinese universities, so as to promote the modernization of Chinas higher education.
At the international level, the internal governance structures of universities in the United States, the United Kingdom, France and Japan
have highlighted the democratization of pluralistic governance and the decentralization of power checks and balances. Towards pluralistic and good governance will be the proper meaning of the optimization of internal governance in Chinese universities. Clarifying
the boundaries between academic and administrative powers, adopting the common governance of stakeholders, and strengthening the
construction of the university governance system with the university statute as the core are the necessary paths to modernize the internal
governance of universities.
