Haimeng Liang, Min Zhang*

Abstract

Against the backdrop of the global technological revolution and Chinas economic transformation and upgrading, college students
innovation and entrepreneurship have become a critical component of the national innovation system. Through a combination of theoretical
analysis and empirical research, this paper reveals that the spiritual core of college students innovation and entrepreneurship consists of a
three-dimensional structure: innovation-driven, tenacious responsibility, and social embedding. It constructs a full-chain cultivation system of policy empowerment-university cultivation-individual practice and proposes differentiated improvement strategies based on typical
cases, providing a theoretical framework and action plan to solve the dilemma of high participation, low survival.
